Late October to early December, three days

Chandigarh Carnival: three days of parades and music in Leisure Valley

A city drawn with a ruler hands its gardens to processions and music for a weekend

The Chandigarh Carnival is the city's own street festival: three days of parades, concerts, rides and food stalls run by the Union Territory's tourism department on the open ground opposite the Government Museum and Art Gallery in Sector 10, part of Leisure Valley. The official calendar gives the last weekend of November, but recent editions have opened in mid-November and even in late October, and the dates are announced only about a week ahead.

The carnival runs in the city's public gardens as an administration-backed civic event rather than a religious festival, which is unusual in north India and very much the product of a planned city that programmes its own public life.

The Chandigarh tourism department announces the dates about a week ahead.

The legend

📐

Chandigarh was drawn with a ruler: Le Corbusier's master plan, a rectilinear grid and a city made of sectors.

🧒

In 1998 the city held a Children's Carnival, and the tradition grew from it.

🚩

By 1999 a parade of tableaux and school bands ran from Leisure Valley in Sector 10 to the Sector 17 Plaza.

🎡

Today the tourism department runs it: three days in the last week of November in Leisure Valley, opposite the Government Museum.

Customs

The parade

The highlight is the parade of colourful floats, hop-on hop-off buses and costumed characters.

Evening concerts

Evenings bring Punjabi singers and film playback stars; by day, folk artists from different regions.

Rides

The valley gets a Ferris wheel, a pirate ship ride and a coaster.

Children's art

The city's arts academies set up pavilions with demonstrations, a poster contest and children's work for sale.

True or myth

The Chandigarh Carnival is a religious festival.

❌ Myth. It is a civic event, organised every year by the Union Territory's tourism department.

The carnival began as a children's event.

✅ True. In 1998 it was called the Children's Carnival.

Chandigarh's Capitol Complex is a UNESCO World Heritage Site.

✅ True. Since 2016 it has been on the World Heritage List with other buildings by Le Corbusier.

What the three days look like

The carnival opens with its parade, and the Tribune has described tableaux made by students of the Government College of Art, whose campus is in the same sector. After that the ground works as a fair from morning to night. The tourism department lists an amusement park, cultural programmes and three big musical nights. Incredible India, the national tourism site, adds folk and traditional dance from Punjab, Haryana and the North-East, a Punjabi musical evening, exhibitions and competitions for local artists, craftsmen and entrepreneurs, and food stalls with regional and international cuisine.

What makes it unusual is who is behind it. It is not a religious festival or a market fair but a civic event that a planned city programmes for itself, in gardens that were designed as part of the plan.

The venue and what is around it

The carnival ground sits in the middle of Chandigarh's green spine, so the days are easy to combine with the city's sights.

Leisure Valley, Sector 10

A chain of gardens about 8 km long that runs through the city along the bed of a seasonal stream; Le Corbusier called it the city's lungs. The carnival takes over its Sector 10 stretch. Leisure Valley

Government Museum and Art Gallery

Directly opposite the ground. Its collection came from the division of the Lahore Museum's holdings at Partition, which is why a 1950s city holds Gandharan sculpture and Pahari miniatures. Government Museum

Sector 17 Plaza

The city centre. In the carnival's early years the parade of tableaux and school bands ran from Leisure Valley to here. Sector 17 Plaza

Planning around a moving date

The hardest part is the calendar: the carnival has no fixed date, and the announcement comes late.

  • Watch the official calendar — Chandigarh Tourism's events calendar lists the carnival under the last weekend of November, while its own event page for a recent edition gave a mid-November start, and an earlier one ran in late October. If the carnival is the reason for the trip, keep the plan flexible until the tourism department announces the days.
  • Entry — The Incredible India listing marks the event as ticketed but gives no prices or daily hours. Check the tourism department's announcement for entry arrangements.
  • Getting there — Sectors are far apart, so a cab (Uber, Ola, Rapido) is the default. CTU buses cover Chandigarh, Mohali and Panchkula from about 06:00 to 22:00 for approximately ₹20–50, and the city has separated cycle tracks with the Smart Bike sharing scheme. Getting around Chandigarh
  • Other city events — Chandigarh Tourism also lists the National Craft Mela of handicrafts and handlooms in the first or second week of October, a Chrysanthemum Show in December and a New Year programme in the last week of December. In spring there is the Rose Festival. All of them: festivals in Chandigarh.
