The hall was built in 1927 and inaugurated in 1933. It takes its name from T.B. Russell, the municipal commissioner of the day.

In the early hours of 26 February 2012 a fire, traced to a short circuit, gutted 123 shops and caused losses of about ₹89.2 lakh. Some of the heritage structures at the front were damaged.

In January 2025 the city corporation (BBMP) invited proposals for a detailed project report on a ₹40-crore redevelopment: restoring the heritage front, rebuilding the rear of the market, and adding parking for 70–80 vehicles. Some traders are to be moved temporarily while work goes on. If you are planning a visit, it is worth checking whether construction has started.
